Sclar in Financial Times re: HS2

Elliott Sclar, center director, recently published a letter in the Financial Times on November 24th. His letter, “HS2 has no magical powers of job creation”, refuted another writer’s claim that high speed rail creates high quality jobs.  Sclar pointed out that aside from construction jobs, it is “an innovative society, with a well-educated and stable or expanding population, that is capable of generating the jobs and living standards we all wish to see”. Transport improvements lead to a change in desirable locations, but can result in zero-sum gains.
